help with power washer engine

I have a Craftsman power washer with a Briggs and Stratton engine that is about 4 years old. Last summer, it wouldn't start. Just dead when pulled, so I took it in for service. $100+ dollars later, they put in a carb rebuild kit or something along those lines, and it ran great. This spring, it is dead again. It was emptied of gas before being stored. It will run to burn off starting fluid but that's it. Not so much as a sputter otherwise.

I took it apart last night and the carb seems clean - no sign of varnish, everything moves freely. What specifically should I be looking at or replacing? Tips?
