You're thinking of copies of those guns made by 07 FFLs. Most of those started as pistols.
The definition of rifle is designed to be fired from the shoulder, not "has a stock" or "must be fired from the shoulder".
Just like an SBS can be a pistol gripped handgun-like firearm, so can an SBR.
