I can tell you that in the mid 2000s

there may have been radar systems in place at a number of Nuclear power and DOE sites that were capable of detecting small aircraft, like drones, or hang gliders, small helicopters etc. There also may have been contingencies in place to engage them. But that is an interesting site that was linked. I will forward it to some folks I know- they may have seen it already. We used to watch for emerging tech like this, and use it to counter the design basis threat for the facilities. Yes, there is a design basis ( basis for designing the defensive structure for a facility) for each type of facility that is regulated. Overseas is another ball game entirely- we used to have to plan for counter battery fire (like mortars) at some facilities in foreign countries.....
