In a business situation one could reasonably argue that the property owner already has it incumbent on them to provide for fire code compliance (to use your example) and to do otherwise would already be viewed as negligent. There would be much to hash out in this bill; many small biz GFZ's are so because of some soy-boi at HQ dictating the policy to their franchise locations. I hate GFZ's and think they're infantile & stupid, but they're casting a pretty big umbrella in the language as currently proposed. I get what they're trying to do but they need to get more specific - the exercise of private property rights is not a small deal. Or just repeal the flippin' notion of a GFZ; get rid of a statute instead of adding one - Heinlein would approve.
