The last President to actually pay it down was Eisenhower, in 1957. Every year afterward, it has increased. Moreso recently under certain administrations, like Ford, Carter, Reagan, the Booshes, and 0bama, and now Trump.
As an aside, the WORST single year raising of the National Debt, percentage-wise, was by Lincoln in 1861/1862 when he raised the National Debt 479% to help him wage the War of Northern Aggression and destroy State's Rights. And he made other hefty raises in the debt every year thereafter, taking the debt from 90 million when he took office, to over 2.6 Billion when JW Booth put an end to his profligate spending.
