A lot of small towns employ

marginal cops that couldn't get onto a large. more professional force. 'Barney Fife' types.
We had a cop here that used to dress like a ninja, all in black, and he would hide behind bushes. That doesn't work well in the winter when all the leaves are gone.
Some cops like the slow pace of small towns, but others stay just long enough to get some experience, then apply to larger agencies. We lose a lot of our cops that way. They want better pay, and more action.

What you have there is a chief who has exemplified the Peter Principle, finally reaching the level of incompetence that suits him and the people he serves.
