Why harden the entire drill, makes sense to me.

A drill bit shank should be springy; only the tip should be hardened. Hardening makes steel prone to shattering. Having the entire bit hardened would lead to the bit breaking off anywhere from where it exits the drill chuck anywhere along the shaft all the way to the tip. [buzzer sound]

That said, having one bend this much is unusual.
