And I'm betting that they couldn't read your meter electronically so someone had to guess at your usage and they somehow included the prior month, too. I've had that happen and they were quick to look at the pattern and get it credited.

Also note that APS sent out a public notice saying they plan to increase rates by 5.8% on average (something like 97% of us will get rate jacked, some as high as 9+%, most by about 5%), and they're opening public hearings before they go to the corporation commission.

It won't matter if you complain about the rate hike, its just so you can feel like you said something while they reach deeper into your wallet.
